Baseline surveys named as ex-ante and post-ante monitoring are focused on: a) on the monitoring of the breeding population of the Bittern* and Spotted Crake including abundance of the local birds and their distribution pattern, b) on the monitoring of the abundance of the migratory Common Crane in the staging places on the site and their distribution pattern, c) monitoring of the habitats important for the above mentioned bird species including surface of the area of the appropriate habitats, their delineation and monitoring of the grass species composition, which is indicator of the quality of the suitable habitat. All those indicators, which will be measured during D1 action implementation are directly related with practical management actions of the project and might show the impact of the implemented project activities and effectiveness of the management actions on the breeding population of the certain bird species and their habitats during the project implementation period already.

Baseline surveys will start (Ex-ante) on the 2013 and 2014, i. e. before implementation of the practical management measures, and will be further conducted (Post-ante) on the 2015-2017, i.e. during whole Project implementation period. The detail Ex-ante and Post-ante monitoring scheme will be designed and elaborated during the first three months of the project. However, the main parametres basing on which the special monitoring sheme will be elaborated are decided already. Those are:

• number of the "booming" Bittern* males per are as well as in the project actions implementation sites (precise density, using mapping method – indicator of the status of the breeding population);
• number of the singing males of the Spotted Crake as an indicator of the suitable conditions for the species in the area;
• mapping of the habitats, which are important for the breeding populations of the Bittern and Spotted Crake (mapping of the wet and not too dense reedbeds and sedge communities);
• mapping of the habitats, which are important for the migratory Common Crane (mapping of the wet and open bog areas)
• monitoring of the vegetation structure (species composition and proportion of certain grass species in the habitat) in the areas which used to be managed during implementation of the project Actions C1-C7. These parameters showing the quality of the managed habitats.

Birds and their habitats, as well as vegetation inventory data are important as a baseline information for the evaluation of the efficiency of the implemented management measures and planning further activities as well as evaluation of the current and expected conservation status of certain bird species on the site. Gathered data will also help to focus on the most important areas of the Tyruliai bog and other similar sites of the country for the conservation measures planing. Vegetation changes also show as the tendencies of the habitat changes and let us know possible scenario for the futute, to plan urgent additional management actions if necessary and also show as possible occupancy of the certain site by the protected bird species. This is important baseline information to evaluate the current and futute conservation status of the local, to develop possible management measures of the species' important habitats on the national scale if national species status is unfavoureble, and evaluated of the effectiveness of the implemented management actions.
