Project impact on socio-economic conditions and ecosystem functions (D2)

The task of this action is to measure and document the effectiveness of the project actions compared to the initial situation, objectives and expected results as well as assessment of the socio-economic impact of the project actions on the local community (its economy and population), and in addition, project actions‘ impact on the ecosystem functions restoration. The last issue is of high importance for the formerly destroyed Tyruliai bog ecosystem because of long lasting (almost fifty years) peat excavation. For all those tasks, specific indicators and verification sources will be identified by the project staff, which will be presented and approved by the project Steering Committee. However, bird and their habitat/vegetation Inventory data will be a baseline information for the evaluation of the efficiency of the implemented management measures on annual basis with recommendations for the continuation of the planned actions. Regular reports are planned for that. All reports will be presented to the project Steering Committee as well as published on the project website. The final monitoring report will be presented together with the final project report, covers whole project implementation period and will have recommendations for the further management of this Natura 2000 area on different levels: whole site, separate habitats, species and certain areas of the Tyruliai bog.The final report will be published on the project website.

The outputs of the analysis of the ecosystem services will be report, which includes listing of the ecosystem goods and services (EGS) that each habitat type within the project area provides. This will be done using published data from studies that have been conducted in similar areas (different countries), consultation with scientists and other stakeholders (forestry, tourism sector, local inhabitants). The report also includes monetary valuation of the EGS provided by each habitat type and by the entire area. Monetary values will be calculated using data from similar studies on similar habitats, the revenues generated from local use of EGS (mushrooms, fishing, hunting. berries, tourism, other recreational activities), economic data on existing and potential revenues generated by more regional/global use of EGS (carbon sequestration, water purification, soil erosion, nutrient retention), and by using standard methods of contingent valuations, such as public surveys on willingness to pay or money spent on travelling to a specific site, for non-market ecosystem services (spiritual, aesthetic values, etc.).

According to the LIFE+ programme requirements (Guidelines for applicants 2012. Part 2, chapter 2.1 C), all projects which foresee concrete conservation actions, shall include separate impact monitoring actions to measure and document the effectiveness of the project actions as compared to the initial situation, Besides the impact on the natural values, an assessment of the socio-economic impact of the project actions on the local economy and population, as well as on the ecosystem functions restoration are considered as obligatory. Besides, such kind of the assessment is extremely important from the point of view of awareness of the project actions, showing possible positive impact on the local economy and population.
